Contributor prep: public guide, purge laundry, visibility checklist.

Add CONTRIBUTING.md and promote migrate docs; remove personal/operator/consumer archive laundry before the public flip; secrets pass notes and Tier-3 checklist. Leave GitHub visibility private until operator flip.
