docs: queue board-identity follow-ups so they survive the session

Captures the read-only 2026-09-04 survey that otherwise existed only in a chat window.

Two exploration-backlog rows: - Consumer board-identity activation (renames + workspace.yaml). K13 MR.6.5 is already built but inert everywhere. Paths are config-driven, .cursor/ references it 0 times, no runtime touches it, so a rename is one file move + one config line. Only 3 repos need work: Scooling, Ourware, Knowtation. Knowtation has a stale 1.2 KB stub already occupying the target name that must be deleted first or the rename collides. - Hosted-dashboard handover fallback hardcode (validators.py:12) — silently points at a missing file after any rename; fix before the renames.

Handover NEXT stays queue-idle but now lists all three candidates in readiness order. No consumer files touched; no rename performed.
