Ledger kind independent_second_review; Mode D + exit 38; require default off / kit dogfood warn; active-slice surface; paste doc + twin skill; BV V9; seven-tier test_isr_ 48 green (ISR-b-BV-r1). No model dispatch; no consumer require.
