fix(ci): remove misplaced live freeze-review workflow; fix public link

Mirrors git commit 3a732aa (PR #18). .github/workflows/freeze-review.yml was template/example content accidentally left live in this repo, causing every PR touching docs/.overseer to fail closed (missing API secrets it never needed -- this repo dogfoods overseer review --freeze locally). Removed; template stays in templates/ci/. Fixed the public landing page link that pointed at it. 456 tests green.
