Name: Fix proposal approval RBAC + error visibility
Description: Fixes silent failure in proposal approve/discard flow. Adds bridge-failure fallback and gateway-level admin override in resolveHostedActorRole, ensuring owner accounts derived from HUB_ADMIN_USER_IDS are never locked out by SESSION_SECRET mismatches or bridge state loss. Surfaces backend errors via showToast instead of a hidden DOM element.
