fix(hub-ui): vault access/scope simple form + collapsed JSON on self-hosted

- Show team pickers and vault checkboxes for local hub (parity with hosted) - Rename vaults-access-simple-form / vaults-scope-user-picker (clearer ids) - Advanced JSON sections start collapsed for both modes
