Parity Phase 1: gateway stubs for roles, invites, POST setup, import

- GET/POST /api/v1/roles: empty list, no-op (hosted has no role store) - GET /api/v1/invites: empty list; POST returns 400 NOT_SUPPORTED; DELETE no-op - POST /api/v1/setup: no-op (vault is canister) - POST /api/v1/import: 501 NOT_AVAILABLE All require JWT; 401 when missing. Prevents Settings → Team/Setup from 404 on hosted.
