feat(gateway): add hosted MCP export tool for admins

Register export behind isToolAllowed; GET canister /api/v1/export with same headers as other hosted canister tools. Enforce 4 MiB MCP-only response cap with EXPORT_TOO_LARGE and messaging for Hub / vault_sync / non-MCP export.

Add test/mcp-hosted-export.test.mjs; extend admin golden tool list; refresh verify-hosted-mcp-checklist operator copy (ten admin tools).
