feat(hub): hosted canister delete-by-project and rename-project

- Add gateway metadata-bulk handlers (JWT, bridge role, hosted scope) for POST /api/v1/notes/delete-by-project and rename-project - Introduce effectiveProjectSlug in vault; list-notes --project filter - Hub UI: show bulk metadata controls for canister users - Tests: vault, hub-bulk-metadata path inference, gateway bulk (HS256) - Docs: HUB-API, parity/implementation/deploy, credits/storage billing, hosted platform backup roadmap
