fix(hub): place Quick filters on Browse row next to key

- Move #filter-chips into .view-modes after browse-key-wrap. - filter-chips uses display:contents so header sits inline; expanded panel uses flex-basis 100% to wrap full width below. - Help copy: Quick next to browse key.
