docs: comprehensive status audit — mark 5 stale items as done
Verified against actual codebase and git history. Items incorrectly marked as Active/Planned/Next that are fully implemented and merged:
- Phase 17 (Billing UX + note rendering): A-D all shipped (PR #93) - Phase 12A (Blockchain frontmatter): filters, facets, UI (PR #94) - Phase 12B (Blockchain remainder): wallet-csv import (PR #95) - Proposal evaluation stage: full lifecycle, canister V3, evaluator role - Extended proposal Enrich: suggested_frontmatter, canister V5
Updated: IMPLEMENTATION-PLAN.md (table rows, recommended path forward, evaluation checklist), PHASE17-BILLING-UX-PLAN.md status, PHASE12-BLOCKCHAIN-PLAN.md status.
Items correctly still pending: Phase 18 (media upload), MCP D2/D3 (backlog), Muse thin bridge (deferred).
