Hub: Setup wizard, Connect GitHub, Settings UI, responsive & polish

- Setup: GET/POST /api/v1/setup, hub_setup.yaml merge in config, Settings form (vault path, Git enabled, remote URL). HUB_ALLOW_SETUP_WRITE to lock setup. - Connect GitHub: OAuth flow for vault push token; callback URL in hub README. - Vault sync: runVaultSync uses GitHub token when present; Back up now in Settings. - Settings modal: Backup | Appearance tabs; Status + Configure backup with numbered steps list; wider modal (680px); accent color presets + custom; Theme Night/Day with data-theme and localStorage. - Hub UI: responsive (768/480px), touch targets, loading & empty states (notes, proposals, activity, search, calendar, dashboard, settings). - Tests: config merge (hub_setup.yaml), hub-setup read/write/validation/merge. - Docs: DEPLOYMENT, HUB-API, NEXT-STAGES, NEXT-PHASE-SETUP-OPTIONS, HOSTED-PLUG-AND-PLAY, PHASE-11-NEXT-PLAN, PROVENANCE-AND-GIT, openapi.yaml.
