feat(hub): Muse URL in Settings + config/local.yaml muse.url

- loadConfig: merge muse.url from YAML; MUSE_URL env overrides - Self-hosted: GET /api/v1/settings muse_bridge; POST /api/v1/settings/muse (admin) - Gateway: muse_bridge on settings; POST /api/v1/settings/muse returns 501 - Hub UI: Integrations — Muse section, save to YAML when env does not lock - Docs: MUSE-THIN-BRIDGE enable paths; tests for config + phase3 routes
