fix(hub-hosted): honest Backup status, member sync, repo field + forensic doc

Gateway (GET /api/v1/settings): - Derive vault_git from bridge github_connected + repo instead of hardcoding enabled:false/has_remote:false (fixes permanent 'Git backup: Not configured').

Hub (Settings → Backup): - Allow Back up now for hosted users without admin (gateway always returns member). - Hosted-only Backup repo (owner/name) field; POST /vault/sync with JSON body; URL normalization; localStorage helper; refresh status after successful sync. - Reuse settingsSyncDisabled + input listener for button state.

UI/CSS: hosted repo block + compact form spacing.
