fix(bridge): persist delegation grants blob after external protocol mutations

After external-agent claim/complete, persist grants and audit to delegation/* blob keys so hosted action_count reflects claim/complete audit. Merge tiebreaker prefers higher action_count when revocation state matches. Audit smoke uses run-scoped task IDs per session.
