fix(hosted): restore multi-vault dropdown for owners; projects help modal

Bridge: resolve allowed vault ids so non-delegating users (workspace owner or solo) without a hub_vault_access row get all canister vaults, not only default. Delegating members unchanged (explicit access or default).

Hub: build vault switcher options from allowed_vault_ids with labels from vault_list; show hosted-only projects info modal beside project filter.

Tests: resolveAllowedVaultIdsForHostedContext (delegate vs own partition).
