feat(delegation): 7C-L1 live gate smoke + hosted bridge/gateway parity

Add live-gate test suite (env/policy flip), bridge delegation REST routes, gateway proxy wiring, and contract tests. DELEGATION_ENABLED still default off; Tier 3 flip is deploy-time only.
