fix(ci): remove dependency-review workflow — requires GHAS on private repos

The actions/dependency-review-action requires Dependency Graph + GitHub Advanced Security, which is a paid feature for private repos. npm audit in ci.yml already gates on high/critical CVEs. Re-add this workflow if the repo goes public or GHAS is enabled.
