feat(2G-c-b): task loop store read contract, starters, and seven-tier tests

task_loop/v0 + orchestrator_graph/v0 in hub_flow_store vault buckets; school-trip fixture graph; extended task instance fields; read-only store and handlers. Hub routes deferred until live gate.
