Netlify: install root deps so functions bundler can resolve serverless-http

- Add serverless-http to root package.json (required by netlify/functions/gateway.mjs). - Build command: run 'npm install' at root before hub/gateway npm ci so top-level node_modules exists for the functions bundler.
