fix(hosted-mcp): expand vault note template into resources/list for Cursor

McpServer only merges ResourceTemplate entries into resources/list when the template defines a list callback; Cursor counts that list. Add a capped list (same GET /api/v1/notes as list_notes, max 50) so note URIs appear beside vault-info. Mock canister list in vault-info parity test.
