fix(ci): install gateway and bridge sub-package dependencies

CI was only running npm ci at root. Tests that import from hub/gateway/ and hub/bridge/ need their own node_modules (jsonwebtoken, cookie-parser, etc.). Matches the Netlify build command which also installs sub-package deps.
