docs(hosted-mcp): playbook for tag_suggest parity, canister user id, capture branch

- Document default semantic neighbor pool (40), neighbor_limit (5–80), and production smoke for tag_suggest. - Add section on hosted MCP X-User-Id / canisterUserId parity with Hub (PR #170), vault-info fields, tests, reconnect reminder. - Refresh inventory row, roadmap smoke line, Rules upstream bullet, and next-session table for feature/hosted-mcp-capture (capture next).
