fix(hosted): bundle tasks/starter JSON in Netlify bridge function

Lazy task seed reads tasks/starter/*.json at runtime; esbuild does not include those paths. Add included_files on [functions."bridge"] so hosted GET /api/v1/tasks populates starter tasks after redeploy.
