feat(gateway): hosted MCP backlinks via canister scan

Register backlinks for viewer+ behind ACL; paginate canister notes and scan bodies with lib/wikilink.mjs (shared with local backlinks). Cap at 2000 notes with backlinks_truncated / backlinks_notes_scanned.

Add wikilink unit tests, mcp-hosted-backlinks fetch mocks, golden tool list update, checklist script count, and docs (inventory + next session handoff for extract_tasks).
