docs: move durable-auth freeze/evidence to local development/; slim overseer

Public recipes stay in AGENT-INTEGRATION. Remove parallel durable-auth roadmap from the public tree; overseer authority is Scooling ROADMAP + OVERSEER-HANDOVER.
