Phase 3: implement knowtation search (semantic search, filters, JSON, exit codes)

- lib/vector-store.mjs: search(queryVector, options) with project/tag filter, folder post-filter, count(); clear error when collection missing - lib/search.mjs: runSearch() embeds query, searches store, SPEC §4.2 output (--fields path|path+snippet|full, --snippet-chars, --count-only) - cli: knowtation search <query> with --folder, --project, --tag, --limit, --fields, --snippet-chars, --count-only, --json; exit 2 on runtime errors - docs/IMPLEMENTATION-PLAN.md: Phase 3 complete; add Phase 3.1 (time/causal filters), update build status and next-session guidance - README.md: quick start notes Phase 3 done, next Phase 3.1
