Gateway: run required-env check only when starting local server

Same as bridge: CANISTER_URL/SESSION_SECRET check moved inside the !process.env.NETLIFY block so module load never exits. Fixes Netlify deploy for knowtation-gateway (was process.exit(1) at import time).
