fix(hub): restore note detail actions for viewer and evaluator

- Show Export (and Propose change for evaluators) when the user cannot write notes - Allow POST /api/v1/export for viewer and evaluator on self-hosted and hosted gateway - Add contract tests for read-mode role behavior
