feat(hub): list sort + shared proposal filters for Activity/Suggested/Discarded

- Sort control on tab row (notes vs proposal options); persist per group in localStorage - Notes: newest/oldest, year, path, title (client-side after vault filters) - Proposals: newest/oldest, path, status; limit 100; shared hub-list-sort.mjs + tests - Move proposal filter bar below tabs; show for activity/suggested/discarded; Apply/Clear refresh activity - defer hub.js after module that sets globalThis.HubListSort
