feat(gateway): hosted MCP import tool (admin) (#154)

* docs: hosted MCP session handoff (NEXT-SESSION-HOSTED-MCP)

* fix(hub): avoid billing pack add-ons flash before eligibility check

* Hosted MCP: tools/list regression test, schema CI guard, operator docs, CANISTER_AUTH_SECRET startup warning

* feat(gateway): hosted MCP import tool for admins

Register the import tool behind ACL: multipart POST to the bridge /api/v1/import with JWT and X-Vault-Id (same contract as the gateway proxy). Input uses file_base64 plus filename and canonical source_type.

Add mcp-hosted-import tests, extend admin golden tool list, refresh verify-hosted-mcp-checklist copy, and update hosted MCP docs (eight tools, smoke step 6b, inventory row).

No canister (Motoko) changes: the bridge continues to batch-write imported notes via existing HTTP.
