- Add mcp/tools/phase-c.mjs: relate, backlinks, capture, transcribe, vault_sync, summarize, extract_tasks, cluster, memory_query, tag_suggest - Lib helpers: llm-complete, relate, backlinks, capture-inbox, extract-tasks, kmeans, cluster-semantic, tag-suggest; extend vault-git-sync with sha/flags - Wire registerPhaseCTools in mcp/server.mjs; document in MCP-PHASE-C.md, IMPLEMENTATION-PLAN, BACKLOG-MCP-SUPERCHARGE
