chore: no docs-only PRs to main; expand B3 memory contract handoff

- Add Cursor rule no-docs-only-pr-to-main (alwaysApply). - NEXT-SESSION: billing policy, PR #176 note, accomplishments table, hosted memory contract steps (inventory H0 parity tests then B3). - Docs stay on feat/hosted-mcp-prompts-b3 until bundled with code PR.
