fix(hub): detail drawer footer Close, no backdrop over list

- Flex layout: scroll #detail-body only; footer Close stays visible - Wire footer Close via button[data-hub-detail-close] inside #detail-panel (avoids getElementById collision with heading ids in note/proposal HTML) - Footer hint: Escape and clicking other list items - Remove fullscreen backdrop (it hid the main column at z-index 9) - Add test/hub-detail-panel-shell.test.mjs; bump hub static ?v=20260407b
