chore: remove internal doc snapshots from repo; ignore local-only paths

Stop tracking docs/archive, scripts/archive, and Cursor plan exports; extend .gitignore so maintainers keep copies under development/ or ignored dirs locally.

Update cross-links and Hub copy (hub.js, index.html, billing-constants) to use in-repo docs and scripts only.
