fix(hub): parse hosted frontmatter wire (double-wrapped JSON)

- Add lib/parse-frontmatter-json.mjs; use from gateway note-facets - Mirror parser in web/hub/hub.js; bump hub.js cache-bust query - verify-hosted-hub-api: dotenv, wasm sha snapshot, probe path preference, parse diagnostics - resave/report scripts: load repo .env; archive verify runbook - Gateway /health comment re usage_exceeded vs host layer - Tests for parse-frontmatter-json
