docs: clarify B3 vs POST /memory/search — parity uses GET memory + vault search

Self-hosted memory-informed-search uses GET-style memory events (type=search) and vault search, not POST /api/v1/memory/search. Defer memory-store semantic search to a later phase. Update handoff, main next-session, parity matrix.
