docs: governance sync — no Knowtation-owned step; relay to Scooling row 42

Knowtation is effectively done: the canonical store, permission authority, and write surfaces are all landed. Records that honestly instead of implying open work, and fixes two stale gate claims (Notion connector is true; PATH_WRITES_ENABLED is ON in production).
