Hub: backup setup docs, Save feedback, fix loadingHtml TDZ

- How to use: add 'Creating the backup repository' and 'When do I need git init?' (empty repo, HTTPS, vault must be git repo; default vs existing repo). - Settings Backup: clarify steps (empty repo, git init command, skip if vault already a repo). - Fix ReferenceError: move loadingHtml to top of IIFE so loadNotes/ loadProposals/loadActivity can use it on init. - Save setup: always enable button; show toast 'Setup saved.' and inline success message; re-apply message after settings fetch; show clear error for 403 (admins only); add .settings-msg.ok style.
