feat(hub): approval log files, Pending tab, content scope filters

- Write thin vault markdown under approvals/ on approve (Node + Motoko) with kind: approval_log; response includes approval_log_* fields - GET /notes content_scope and POST /search content_scope (notes vs logs) - Bridge search mirrors content_scope filtering with over-fetch - Hub: rename Suggested tab to Pending; All content dropdown; badges and accent-themed row styling for approval logs; preset saves content scope - Docs: HUB-API, SPEC; tests for approval-log helpers
