fix(icp): linear textFind for batch JSON — avoid O(n²) instruction trap

- textFind: single-pass char compare (haystack was re-encoded per index) - textSlice: Buffer build; decodePercentEncoded: one scan + hexDigitChar - docs: hosted import verified; update sequencing and next-engineering list
