fix(hosted): include evaluator in workspace canister delegation

HOSTED_VALID_ROLES omitted evaluator, so team evaluators used their own empty X-User-Id partition instead of the workspace owner. Align with bridge VALID_ROLES; add regression test; update HOSTED-WORKSPACE-ACCESS.
