fix(rhf-e): helper-access on Netlify Lambda (eventual Blobs reads).

STRONG_GET consistency:strong threw BlobsConsistencyError under connectLambda, so helper-access returned 503 while grant list worked. authorityBlobGetOpts matches gateway-auth Lambda guidance. BV pass.
