test(sec-kn-4c): flip stale phase3 hook assertion; skip dfx tier off-toolchain

PR #287 CI fix-forward (operator-authorized land): phase3-security 3.5 asserted the pre-4c explicit V7 field mapping in the actor hook; the preservation property now holds by identity — assert identity shape + StableStorage carries gateway_auth_secret / cors_allowed_origin. SEC-KN-4c integration tier skips explicitly when dfx is absent (CI runner); still enforced locally + in BV. Full suite 4349 pass / 0 fail.
