Gateway: aggregate GET /notes/facets from canister; verify scripts and Hub cache-bust

- Replace empty facets stub with server-side aggregation (note-facets.mjs). - Add npm run verify:hosted-api and report:empty-frontmatter for JWT probes. - Document deploy checks and www vs apex Hub URL in HOSTED-HUB-VERIFY.md. - Cache-bust hub.js and config.js query params; extend provenance test for tags.

Empty note JSON in the UI still requires canister/gateway write path and data; this PR improves facets when frontmatter exists and adds tooling to prove it.
