fix(ci): operator export clearer errors, encrypt precheck, debug on failure

- Validate KNOWTATION_CANISTER_BACKUP_ENCRYPT_KEY_HEX length before network. - Wrap export in try/catch with hints for 401, per-user 503/non-raw URL, S3. - Workflow: trim operator URL for probe; reject whitespace-only operator key. - On failure, list backup dir and URL env lengths (no secret values).
