fix(bridge): use deploy/bridge config so redirects don't rely on public/_redirects

- Add deploy/bridge/netlify.toml with redirect to /.netlify/functions/bridge/:splat - Bridge site: set Package directory to deploy/bridge in Netlify Build settings - Update BRIDGE-DEPLOY-AND-PREROLL.md and CONNECT-GITHUB-AND-STORAGE-CHECK.md
