Hub: add Edit note in detail panel for editor/admin

- Note detail panel: Edit button (editor/admin), inline edit (body + frontmatter JSON), Save/Cancel - Save uses POST /api/v1/notes; works with Node Hub and canister-hosted - IMPLEMENTATION-PLAN.md: add row #10, mark Done
