feat(gateway): hosted MCP prompts (Track B1)

Register five read-only prompts on createHostedMcpServer: daily-brief, search-and-synthesize, project-summary, temporal-summary, content-plan. Each uses the same canister/bridge upstreams as list_notes, search, and get_note; optional sampling prefill via mcp/prompts/helpers.

- ACL: isPromptAllowed, allowedPromptsForRole, READ_PROMPTS (viewer min) - Tests: mcp-hosted-prompts.test.mjs; verify:hosted-mcp-checklist runs it - Docs: playbook, parity matrix, interlock H0-H4, NEXT-SESSION, AGENT-INTEGRATION
