feat(hub): Phase C — Advanced consolidation settings (self-hosted)

- Expose lookback_hours, max_events_per_pass, max_topics_per_pass, and llm.max_tokens on GET /api/v1/settings and persist them via POST /api/v1/settings/consolidation (config/local.yaml). - Wire Hub Advanced inputs: populate, save payload (daemon mode only for advanced keys so hosted/off saves do not overwrite YAML tuning). - Extend consolidation-ui-logic.mjs and hub-consolidation tests; bump hub.js cache bust. Mark Phase C done in TOKEN-SAVINGS.md and plan todos.
